Explicit provision is made for: the harmonization of economic and social policies; the intensification of subregional industrialization through sectoral programming; the acceleration of trade liberalization; the adoption of a common external tariff; the development of agriculture; the channelling of capital resources from within and outside the subregion towards investment financing; and the granting of preferential treatment to Bolivia and Ecuador.
