Committee members believed that a convention prior to Congressional approval of statehood would result in delay. At that time, Operation Statehood and most other statehood supporters took a similar position. During the 1953 legislative session, ardent statehood supporter Wendell P. Kay, a lawyer and legislator from Anchorage, introduced a bill for a constitutional convention. When support failed to develop, however, he withdrew the bill. Later in 1953, following Congressional hearings on statehood held in Alaska, Kay pushed the convention proposal again, but it still drew only limited response from the public and his fellow politicians.

PAS consultants also prepared popularized summaries of the elements of modern state constitutions. They wrote them in the form of articles, and these were widely reprinted in newspapers throughout Alaska. Guest articles on constitution writing and the role of states were written by Alfred E. S. Senator Spessard L. Holland, former governor of Florida. The Alaska Statehood Committee published a collection of these articles as a tabloid newspaper supplement, and fifty thousan copies of the supplement were distributed by major newspapers in the territory just prior to the convention.

In 1898, Congress extended the Homestead Act and in 1899 provided a code of criminal procedure. Efforts of Alaskans for representative government were finally rewarded in 1906, when Congress created a seat in the House of Representatives for a delegate from Alaska. Simultaneously, however, Congress stood firm on its previous refusals to allow Alaska to have a territorial legislature. Though agreeing that Alaska should have an official spokesman in Washington, Congress argued that Alaska's population was too sparse and migratory, and its economy insufficiently developed to warrant a legislature arguments that were to be heard over and over throughout the next five decades.
